The event, organised in 2018 as part of a new Framework Agreement for Nordic Defence Cooperation (NORDEFCO), was hailed as the first practical step towards improving defence capabilities and closer cooperation between the signatories. The U.S. and Russia can exercise the option of extending the agreement by mutual agreement for up to five years, but the Trump administration is examining whether it will do so and has taken note of the fact that extending the agreement undermines its goal of engaging China in the arms control process. It doesn`t mean making a deal. Despite growing calls from Washington, the Chinese government has consistently refused to participate and Beijing has refused to send a representative to Austria for talks.
